Seminar on “Business Reforms” was held
The Azerbaijan Entrepreneurs Confederation (ASK) held a seminar on “Business Reforms” together with the Economic Reforms Analysis and Communication Center of the Republic of Azerbaijan.
The purpose of the joint seminar is to directly deliver the reforms implemented to increase the business environment by the President of the Republic of Azerbaijan and to improve the position of our country in international ratings.
Giving a speech at the seminar, President of the Azerbaijan Entrepreneurs Confederation Mammad Musayev said that the country’s priorities for national development were identified by President Mr. Ilham Aliyev and the whole potential of the country was focused to strengthen intellectual property and human capital. In recent years, the economic development of the Republic, which left the transitional period behind, has entered a qualitatively new stage in recent years:
“In recent years, procedures and regulations governing entrepreneurial activity have been significantly liberalized in the country, a mechanism of state funding for entrepreneurship has been introduced, export duties for some products have been abolished in the country, and the maximum limit of 15 percent of import duties has been set. From this point of view, a qualitatively new stage in the development of the country’s economy, especially the private sector, has begun.
At this stage, special attention is paid to the elimination of unreasonable and illegal interventions, bureaucratic inspections, and formation of a liberal business environment for entrepreneurs. Suspension of inspections for business entities by 2021 gives positive results. The main purpose of today’s seminar is to discuss the role of direct president in reforms carried out under the leadership of Mr. President and their role in the reforms. I urge entrepreneurs to be active in the workshop and to make suggestions. I hope that the seminar will contribute to the implementation of economic reforms in our country. ”
Vusal Gasimli, executive director of the Center for Economic Reforms Analysis and Communication of the Republic of Azerbaijan, said that improving the business environment, improving infrastructure, state support, macroeconomic and socio-political stability as a result of President Mr. Ilham Aliyev’s policy in Azerbaijan serve the development of entrepreneurship: “The current tax and customs reforms, transparency, accountability, digitization, cashless circulation, and “Doing Business” reforms minimize entrepreneurs’ costs and procedures and make them more competitive. Structural reforms have been calculated to support the economy’s leadership with the private sector. The private sector should be more active in promoting high liquidity in the banking sector (7.1 billion AZN or 25% of assets) to the development of the real sector.”
Gasimli V. further said that the proper synchronization of economic reforms and social programs by President Mr. Ilham Aliyev ultimately serves human factor.
Seminar on “Business Reforms” was held on panels. During the seminar representatives of the Economic Reform Analysis and Communication Center, the Ministry of Justice, the Ministry of Taxes, the State Committee for Urban Planning and Architecture, the State Customs Committee, the “Azərişıq” OJSC and the State Agency for Control of Antimonopoly and Consumer Market made presentations.
Online Single Export Application, cross-border trade, judicial system, construction permissions, electricity supply networks, business start-up and public procurement have been explained to entrepreneurs through visual infographics.
It was noted during the workshop that the single portal of public procurement allowed the transition to the electronic procurement model in the country and ultimately, the creation of an improved control mechanism, access to government procurement plans, participation opportunities, and access to contracts for all members of society.
In addition, as a result of the reform measures, the number of days required for the construction and operation of a construction site, the connection to the power supply network, the reduction of procedures for the state registration of legal entities, the integration of the relevant state agencies and the organization of electronic information.
Also, standards for the regulation of court procedures have been simplified. In addition, due to the introduction of the Green Corridor, foreign trade will accelerate. The time and cost of Azerbaijani exporters will be reduced.
More than 50 entrepreneurs took part in the seminar. It should be noted that under the leadership of the President of the Republic of Azerbaijan Mr. Ilham Aliyev, in order to further improve the business environment and increase competitiveness, as well as to increase accessibility and quality of public services in the private sector, to ensure operability and transparency at the end of December 2018, was conducted.
