Event on “Role of Entrepreneurs (Employers) in Compulsory Health Insurance System: Be Insured and Insured”
On May 02, 2019 an event titled “The role of entrepreneurs (employers) in the system of compulsory health insurance: be insured and insured” was organized by the initiative of the State Agency on Mandatory Health Insurance and the National Confederation of Entrepreneurs (Employers) Organizations of the Republic of Azerbaijan . The purpose of the meeting was to inform entrepreneurs of the compulsory health insurance system, the rules of new financing of medical institutions within the system and the rights and obligations of insured, insured persons on compulsory health insurance.
ASK Acting Secretary General Kristina Mammadova spoke about the importance of compulsory health insurance and its application to the country. She said that in 2020, compulsory health insurance will be applied in Azerbaijan, and this topic is in the focus of entrepreneurs: “Informing entrepreneurs about the Law on Health Insurance is a positive thing”. K.Mammadova noted that the ASK will continue these meetings taking into account the relevance of the issue.
Vugar Gurbanov, head of the Department of Medical Aspects of the Agency, informed the participants about the essence and objectives of compulsory health insurance, the contribution of the system to the development of healthcare, service envelope and quality standards of medical services. According to him, in order to prepare for the introduction of compulsory health insurance, there is a need to improve the registration system in medical institutions, the introduction of information technologies and the re-establishment of primary health care services.
Speaking about the rules for the financing of medical institutions within compulsory health insurance, the head of the Statistical Division of the Agency’s Strategic Analysis Department, Tural Gulu, spoke about compulsory health insurance models, universal medical insurance, compulsory health insurance, health systems available in our country and other countries. At the same time, he noted that compulsory medical insurance was set at 120 manats per month for other employees. T.Gulu also talked about the population groups free of compulsory medical insurance.
Tural Musayev, Coordinator of Legal Acts and Contracts Examination Department of the Legal Department of the Agency informed the participants about the rules of concluding a compulsory health insurance contract with entrepreneurs, rights and obligations of insured compulsory health system.
At the end of the meeting questions were answered by the staff of the Agency.
