The Composition Of The “Trade Commission” Was Re-formed

On May 23, a meeting on the re-forming of the organizational structure of  “Trade Commission” and the current situation in the relevant sector was held at the Azerbaijan Entrepreneurs Confederation.

Vice President of the Azerbaijan  Entrepreneurs Confederation Vugar Zeynalov said that the Trade Commission is one of the 14 commissions of the ASK and its structure is being re-formed.

Vugar Abbasov was elected as a chairman, and Anar Bayramov and Ilgar Nuri as a deputy chairman of the Commission.

After addressing the issues of the organization, the import and export companies talked about the difficulties and problems they faced.

Among the problems raised by entrepreneurs, it was noted that the absence of customs invoices and the small companies dealing with retail trade at the time of large companies were transparent. Commission members stressed the importance of increasing the level of professionalism of customs and tax officers, saying that customs clearance of goods for days was wrong.

“The goods should be released and if the entrepreneur imposes fraud on the cost of the invoice, then the penalty should be imposed,” the proposal was put forward.

At the same time it was noted that verbal responses about the non-release of goods are not satisfactory to entrepreneurs, and customs officers should justify motivated reasons.

Entrepreneurs complained that there was no customs clearance mechanism for replacing, returning, and changing the value of imported goods.

It was noted at the meeting that  270-day limit for the supply of equipment to the country caused difficulties for entrepreneurs and a large number of entrepreneurs was brought to court. Problems in the field of e-commerce are even greater and suggestions from companies on the access process have been collected.

All issues mentioned in the meeting were recorded and agenda of the meeting to be held on May 27, 2019 in the Customs Committee was clarified.
